VEH CD-ABANDONED VEHICLES                                                  

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code.  Provides  that  a  person  who      
   abandons  a  vehicle or aids and abets in the abandonment of a vehicle      
   may not be eligible to obtain registration for another  vehicle  until      
   the  fine  and  costs  have  been  paid.     Provides that a person in      
   possession of an abandoned vehicle  may  notify  the  last  registered      
   owner  of the vehicle that he or she may not be authorized to transfer      
   his  or  her  registration  to  another  vehicle   or   newly   obtain      
   registration  for  another  vehicle until the fine and costs have been      
   paid and that he or she may sign the vehicle over  to  the  person  in      
   possession if he or she no longer wishes to retain the vehicle.             
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          625 ILCS 5/4-214                                                     
          Adds reference to:                                                   
          625 ILCS 5/4-214.1 new                                               
        Deletes everything.  Amends the Illinois Vehicle  Code.  Provides      
   that  the  Secretary  of State shall prohibit the renewal, reissue, or      
   reinstatement of the driving privileges of a person who fails to pay a      
   fine, charge, or cost imposed for abandonment of a vehicle. Provides        
   that the clerk of the court may notify the Secretary if a person            
   has failed to pay such a fine, charge, or cost. Provides for                
   procedures  to  be  followed  in  imposing the sanction and to be           
   followed when the fine, charge, or cost has been paid.  Provides  that      
   the  provision  does not impose on the Secretary any responsibility to      
   notify the person  of  a  pending  action  to  disallow  the  renewal,      
   reissue,  or reinstatement of his or her driving privileges. Effective      
   immediately.
