Short description: 
ELEC UTIL REVISE SEPARATE PLAN                                             

Synopsis of Bill as introduced:
        Amends the Public  Utilities  Act.   Provides  that  an  electric      
   utility  that  objects  to  a  modification to a functional separation      
   implementation plan approved by the Commerce  Commission  may  file  a      
   revised  implementation  plan.   Provides  that  compliance  with  the      
   implementation  plan is not required until the Commission has approved      
   or rejected the revised implementation plan.  Effective immediately.        
        HOUSE AMENDMENT NO. 1.                                                 
        Amends the Public Utilities Act.  Provides that  if  there  is  a      
   change  in  ownership  or control of an electric utility, the electric      
   utility may submit  to  the  Commission  a  new  plan  for  functional      
   separation   of   generation   and   delivery   services.    Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 3.                                                 
        Amends the Public Utilities Act.  Provides that  if  there  is  a      
   change  in  ownership  or control of an electric utility, the electric      
   utility may submit  to  the  Commission  a  new  plan  for  functional      
   separation  of  generation  and  delivery services.  Provides that the      
   authority to submit a new plan terminates January 1,  2005.  Effective      
   immediately.
