Short description: 
VEHICLES-SEAT BELTS & HELMETS                                              

Synopsis of Bill as introduced:
        Amends  the  Illinois  Vehicle  Code  and  the  Child   Passenger      
   Protection Act.  Provides that damages caused by a person's failure to      
   wear  a  helmet  while  on a motorcycle are not recoverable in a civil      
   action.  Deletes the provision that failure to wear a seat belt  shall      
   not be considered evidence of negligence. Provides that damages caused      
   by a person's failure to properly secure a child in a restraint system      
   or  seat  belt  shall not be recoverable in a civil action brought by       
   or in behalf of the child's parent or any person or entity standing         
   legally in the place of the child's parent (instead of providing that       
   such  a failure does not constitute contributory negligence).
