Changes the definition of the term "rental company" to include persons or entities that rent private passenger vehicles for 90 days or less (now 30 days or less). Changes the definition of the term "rental agreement" to an agreement for 90 days or less (now 30 days or less) governing the use of a vehicle provided by a rental company. Deletes provisions limiting the amount that a rental company may charge for a collision damage waiver.
