Short description: 
UTIL SERVICE TERMINATE SUBPOEN                                             

Synopsis of Bill as introduced:
        Amends the Public Utilities Act.  Prohibits  the  termination  of      
   service  used  for  space  heating and cooling when a heat advisory is      
   forecasted and when the Commerce Commission  determines  that  extreme      
   weather  conditions, pricing conditions, or other emergency warrants a      
   prohibition on service terminations.  Provides for fees in  Commission      
   proceedings  for witnesses called by any interested party.  Authorizes      
   interested parties to initiate the issuance  of  subpoenas.   Provides      
   that  parties  to Commission proceedings may be called and examined as      
   if under cross  examination  by  any  adverse  party.   Provides  that      
   certain  Illinois  Supreme  Court rules relating to discovery apply to      
   proceedings before the Commission.  Effective immediately.
