Short description: 
PHASE-OUT FLUOROQUINOLONE                                                  

Synopsis of Bill as introduced:
        Creates the Phase-out of Fluoroquinolone Antibiotics in Livestock      
   Feed Act. Provides that beginning on January 1, 2003,  the  Department      
   of  Agriculture  shall  notify  feed producers of the 3 year phase-out      
   period concerning the use of fluoroquinolone antibiotics in  feed  and      
   work with the producers to find alternatives. Provides that on January      
   1,  2006,  the use of fluoroquinolone antibiotics in poultry and other      
   livestock feeds sold in Illinois shall be  prohibited.  Provides  that      
   the  Department  of Agriculture shall administer and enforce this Act.      
   Provides that the Department of Agriculture has the power to  subpoena      
   records  and  witnesses.  Provides  that  a violation of this Act is a      
   Class A misdemeanor.  Provides that the Department of Agriculture  may      
   adopt rules for the implementation of this Act.                             
          FISCAL NOTE (Department of Agriculture)                              
          Total impact on the Department for expenses related to 3             
          full-time investigators and one clerical position would be           
          $261,250.
