Provides that a state bank that is in compliance with certain regulations adopted by the Board of Governors of the Federal Reserve System shall be deemed to be in compliance with the Illinois Banking Act and rules of the Commissioner of Banks and Real Estate concerning loans to officers. Effective immediately.
