BUDGET IMPLEMENTATION-FY2003                                               

Synopsis of Bill as introduced:
        Creates the FY2003 Budget Implementation Act.  Provides that  the      
   purpose  of  the Act is to make the changes in State programs that are      
   necessary to implement the Governor's FY2003  budget  recommendations.      
   Effective July 1, 2002.

        Deletes everything.  Creates  the  FY2003  Budget  Implementation      
   Act.  Provides that the purpose of the Act is to make changes in State      
   programs  that  are  necessary to implement the State's FY2003 budget.      
   Amends  the  Illinois  Administrative  Procedure  Act   to   authorize      
   emergency  rules.    Amends  the  Illinois Act on the Aging to require      
   applicants for and recipients of aid under the Community Care  Program      
   to apply for medical assistance under Article V of the Illinois Public      
   Aid  Code.    Amends  the Mental Health and Developmental Disabilities      
   Administrative Act to create  the  Community  Mental  Health  Medicaid      
   Trust  Fund.  Amends the Illinois Health Finance Reform Act to abolish      
   the  Illinois  Health  Care  Cost  Containment  Council;  amends   the      
   Comprehensive  Health  Insurance  Plan Act to replace the Board member      
   representing that Council with a representative of the Bureau  of  the      
   Budget.   Amends the Children's Health Insurance Program Act to extend      
   the repeal of  the  Kid  Care  Program  to  July  1,  2003.   Requires      
   eligibility  to  be  determined  annually;  includes  related changes.      
   Amends the State Finance Act.  Provides that certain federal financial      
   participation moneys shall be deposited into  the  Tobacco  Settlement      
   Recovery  Fund.  Amends the Illinois Public Aid Code.  With respect to      
   eligibility for certain medical assistance based  on  income,  changes      
   the  scheduled  increase  in  permitted income (to 100% of the federal      
   poverty level) to a date set by rule.  Changes certain limitations  on      
   the  maximum  permitted  co-payment requirements for medicaid clients.      
   Reduces payment rates for certain  skilled  nursing  and  intermediate      
   care  facilities.   Eliminates  the  repeal  of provisions authorizing      
   services for legal immigrants.  Extends to July  1,  2006  the  repeal      
   date for rules relating to the TANF program.  Provides for the deposit      
   of  certain  federal  moneys  into  the Medical Special Purposes Trust      
   Fund.  Limits reimbursement under the Medicaid program for  brand-name      
   prescription  drugs;  includes  exceptions.   Decreases  the  required      
   Chicago  contribution for Article VI public aid purposes by $5 million      
   per year, beginning in July 1, 2003.  Makes other changes.  Amends the      
   Senior  Citizens  and  Disabled  Persons  Property  Tax   Relief   and      
   Pharmaceutical Assistance Act to allow certain pharmaceutical rates to      
   be  set  by  rule.   Amends the Department of Public Health Powers and      
   Duties Law of the Civil Administrative Code of Illinois to direct  the      
   Department   to  collect  certain  information  relating  to  hospital      
   discharges and surgery.  Allows the Department to provide certain data      
   relating to accreditation.  Amends the Illinois  Emergency  Management      
   Agency  Act  to  create  a  grant  program  for  certain  health  care      
   facilities.  Amends the School Code.  With respect to reimbursement to      
   school   districts   for  certain  costs  relating  to  children  from      
   orphanages and children's homes, provides that total reimbursement  is      
   limited  to  the  amount  appropriated for that purpose for the fiscal      
   year, and any insufficiency shall be apportioned pro  rata  among  the      
   school   districts  seeking  reimbursement.    Amends  the  State  Aid      
   Continuing  Appropriation  Law  to  extend  the  repeal   of   certain      
   provisions to June 30, 2003; allows the continuing appropriation to be      
   repealed  on  June  30,  2002.    Amends  the Higher Education Student      
   Assistance Act.  Establishes the  Illinois  Teachers  and  Child  Care      
   Providers  Loan Repayment Program, which requires the Illinois Student      
   Assistance Commission to award a grant to each qualified applicant  in      
   an  amount equal to the amount of educational loans forgiven on behalf      
   of the qualified  applicant  pursuant  to  federal  programs  of  loan      
   forgiveness for teachers and child care providers.  Repeals provisions      
   creating  the  Arthur  F.  Quern Information Technology Grant Program.      
   Provides that all gifts, grants, or donations of money received by the      
   Illinois Student Assistance Commission  must  be  deposited  into  the      
   Illinois  Student  Assistance  Commission Contracts and Grants Fund, a      
   special fund created  in  the  State  treasury.    Amends  the  Public      
   Community  College  Act and the State Finance Act to create the Career      
   and Technical Education Fund, to be used  by  the  Illinois  Community      
   College   Board  for  certain  expenses  associated  with  career  and      
   technical   education.      Contains   other   provisions.   Effective      
   immediately, except some portions effective July 1, 2002.
