Short description: 
VEH CD-CUSTOM VEH-STREET RODS                                              

Synopsis of Bill as introduced:
        Amends   the   Illinois   Vehicle   Code.    Provides   for   the      
   classification of vehicles meeting certain  specifications  as  custom      
   vehicles  or  street  rods.   Provides that custom vehicles and street      
   rods are subject to similar  requirements  as  antique  vehicles  with      
   regard  to  registration,  fees,  equipment,  and  safety and emission      
   inspections.   Provides  that  an  abandoned  or   unclaimed   vehicle      
   classified  as  a custom vehicle or street rod may be sold to a person      
   desiring  to  restore  it.    Provides  that  an  application  for   a      
   certificate of title for a custom vehicle or a street rod must contain      
   the  model year that the body of the vehicle resembles.  Provides that      
   a custom vehicle or street rod may use blue dot tail lights  for  tail      
   lamps, stop lamps, and rear turn signal lamps.                              
        HOUSE AMENDMENT NO. 1.

          Adds reference to:                                                   
          625 ILCS 5/3-413                from Ch. 95 1/2, par. 3-413          
          625 ILCS 5/12-607               from Ch. 95 1/2, par. 12-607         
        Amends the Illinois Vehicle Code. Deletes reference to  blue  dot      
   tail  lights.  Deletes certain requirements for registration of custom      
   vehicles and street rods. Deletes language providing  that  owners  of      
   these vehicles may display historical license plates. Deletes language      
   providing  that these vehicles may be equipped with original equipment      
   brakes. Provides that registration plates on these  vehicles  must  be      
   mounted  no  less  than 5 inches (rather than not less than 12 inches)      
   from the ground, measuring from the bottom  of  the  plate.   Provides      
   these  vehicles  may  be  operated  with  a  suspension  that has been      
   modified by lifting the body more than 3 inches  off  the  chassis  or      
   with  a  rear bumper that varies more than 3 inches in height from the      
   front bumper.                                                               
        HOUSE AMENDMENT NO. 2.                                                 
          Deletes reference to:                                                
          625 ILCS 5/13-101                                                    
          Adds reference to:                                                   
          625 ILCS 5/12-201               from Ch. 95 1/2, par. 12-201         
        Amends the Illinois Vehicle  Code.   Provides  that  the  license      
   plates  on all vehicles (rather than only on custom vehicles or street      
   rods) must be mounted no less than 5 inches from the ground.  Provides      
   that the fee for custom vehicle and street rod license plates shall be      
   the standard registration fee for  vehicles  of  the  first  division,      
   other  than  motorcycles, motor driven cycles, and pedalcycles (rather      
   than $13 for 2 years).   Provides  that  these  vehicles  may  not  be      
   operated  with  a suspension that causes the height of the rear bumper      
   to vary more than 9 inches  from  the  height  of  the  front  bumper.      
   Deletes   the   provisions  of  the  original  bill  regarding  safety      
   inspections.  Adds new provisions requiring safety inspection of these      
   vehicles.   Provides  that  these  vehicles  are   assumed   to   meet      
   requirements  regarding lamps, signal devices, and brakes if they have      
   passed the required safety inspection.                                      
        HOUSE AMENDMENT NO. 3.                                                 
        Provides that custom vehicles and street rods may not be operated      
   with a suspension that causes the height of the rear  bumper  to  vary      
   more than 7 inches (rather than more than 9 inches) from the height of      
   the front bumper.                                                           
        HOUSE AMENDMENT NO. 4.                                                 
        Deletes language providing that an applicant for registration  of      
   a  street  rod  or  custom  vehicle  must  affirm  that the mechanical      
   condition, physical condition, brakes, lights, glass,  and  appearance      
   of the vehicle is the same or as safe as originally equipped.               
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          625 ILCS 5/3-104                                                     
        Changes the definitions of street rod and custom vehicle. Deletes      
   language providing that an application for a certificate of title  for      
   a street rod or a custom vehicle must indicate the model year that the      
   body  of  the vehicle resembles. Provides that an applicant for custom      
   vehicle or street rod special  license  plates  shall  be  charged  an      
   additional  fee  of  $15 at original issuance and $2 at renewal, to be      
   deposited into the Secretary  of  State  Special  License  Plate fund.      
   Deletes  language  providing  that  the  registration fee for a custom      
   vehicle  or  a  street  rod  may  not  exceed  the  standard  fee  per      
   registration year.
