Requires an applicant for a Firearm Owner's Identification Card to have passed a written firearms safety test administered by the Department of State Police. Applies to applications for Firearm Owner's Identification Cards received on or after the effective date of the amendatory Act. Provides that persons who hold valid Firearm Owner's Identification Cards on the effective date of the amendatory Act are exempt from the requirements of passing the safety test.
