Provides that the State Treasurer may invest in bonds, notes, debentures, or other similar obligations of a foreign government that are guaranteed by the full faith and credit of that government as to principal and interest, but only if the foreign government has not defaulted and has met its payment obligations in a timely manner on all similar obligations for a period of at least 25 years immediately before the time of acquiring those obligations.
