CIVIL PROCEDURE-QUICK TAKE                                                 

Synopsis of Bill as introduced:
        Amends the Code of Civil Procedure  to authorize Monroe County to      
   exercise quick-take eminent domain powers to acquire right-of-way  for      
   the proposed Rogers Street Extension project.  Effective immediately.       
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          735 ILCS 5/7-103                from Ch. 110, par. 7-103             
          735 ILCS 5/7-103.97 new                                              
        Further amends the Code of Civil Procedure. Provides that a  unit      
   of  local  government  that  proposes  to  acquire  property  by using      
   "quick-take" eminent domain powers must comply with certain procedures      
   that include the following: (1) giving notice of the intent to acquire      
   the property; (2) holding at least one public hearing on the  question      
   of  the  acquisition  of the property; (3) adoption of a resolution to      
   request  legislative  authorization  to  acquire   the   property   by      
   "quick-take";  (4) submission of an affidavit and other information to      
   the Chairmen and Minority Spokespersons of the appropriate Senate  and      
   House   Committees;  and  (5)  making  the  affidavit  and  supporting      
   information available to any person upon request  for  inspection  and      
   copying.     Makes  these  provisions  not  applicable  to  quick-take      
   authority  granted before the effective date of this amendatory Act or      
   to any quick-take authority granted in this amendatory  Act.    Grants      
   "quick-take"  eminent  domain  powers  to the village of Baylis for 12      
   months for the acquisition of certain property in Pike County for  the      
   purpose of constructing a sewer project.                                    
        SENATE AMENDMENT NO. 2.                                                
          Deletes reference to:                                                
          735 ILCS 5/7-103                                                     
          735 ILCS 5/7-103.149                                                 
          Adds reference to:                                                   
          735 ILCS 5/7-103.98 new                                              
          735 ILCS 5/7-103.99 new                                              
          735 ILCS 5/7-103.100 new                                             
          735 ILCS 5/7-103.101 new                                             
        Deletes everything.  Amends the Code of Civil Procedure.   Grants      
   "quick-take" eminent domain powers to (1) the village of Baylis for 12      
   months  for the acquisition of certain property in Pike County for the      
   purpose of constructing a sewer project; (2) the County  of  Lake  for      
   the  acquisition of necessary right-of-way to complete the improvement      
   of County Highway 45; (3) the Village of Bartlett for the  acquisition      
   of  the  easements  for  the  construction  of  an asphalt bicycle and      
   multi-purpose public path; (4) the Department of Natural Resources for      
   the acquisition  of  title  and  easements  with  respect  to  certain      
   property  for the purpose of flood control in Cass County; and (5) the      
   County of Monroe for the acquisition of right-of-way for the  proposed      
   Rogers Street Extension project.  Effective immediately.
