House Sponsors: HAMOS. Short description: CLEAN ELECTION ACT Synopsis of Bill as introduced: Creates the Clean Election Act and amends the Illinois Income Tax Act and the State Finance. Act. Limits amounts of contributions that may be made to candidates for the Offices of Governor, Lieutenant Governor, Attorney General, Secretary of State, Treasurer, and Comptroller. Requires candidates to maintain an election fund bank account. Provides that qualified candidates may receive matching funds from the State. Creates the Clean Election Fund and provides for the deposit of certain moneys into that Fund. Requires certain reports to be filed with the State Board of Elections. Requires the State Board of Elections to audit campaign accounts. Allows the Board to investigate suspected violations of the Act. Sets penalties for violations of the Act. Provides that the Act is repealed on June 30, 2011. Provides for a voluntary check-off system to permit taxpayers to designate $5 of their income taxes to be used for that purpose. Contains other provisions. Effective January 1, 2003. FISCAL NOTE (Illinois Department of Corrections) The impact on the Department is expect to be minimal. Each person sentenced to prison for a Class 4 felony would serve an average of six months at a cost of $10,319 and would require the construction of one additional prison bed at the cost of $50,510.
