SCH CD-RECOM PSYCHOTROPIC DRUG                                             

Synopsis of Bill as introduced:
        Amends the School Code. Requires a  school  board  to  adopt  and      
   implement  a policy prohibiting school personnel from recommending the      
   use of psychotropic drugs for a student.                                    
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything after the enacting clause. Amends  the  School      
   Code.    Requires  a school board to adopt and implement a policy that      
   prohibits school administrators, teachers, and other school  personnel      
   from  threatening  or  carrying  out  disciplinary  or punitive action      
   against  a  student  or  the  student's  sibling  solely  because  the      
   student's parent or guardian has refused to administer or  consent  to      
   the  administration  of a psychotropic drug to the student. Adds other      
   requirements concerning the policy.                                         
          STATE MANDATES NOTE, H-AM 1 (State Board of Education)               
          As amended by H-am 1, HB 3744 will have no State-level impact,       
          and no significant fiscal impact on school districts.                
        HOUSE AMENDMENT NO. 3.                                                 
        Deletes everything after the enacting clause. Amends  the  School      
   Code.  Requires  a  school  board to adopt and implement a policy that      
   prohibits any disciplinary action that is based totally or in part  on      
   the refusal of a student's parent or guardian to administer or consent      
   to the administration of psychotropic or psychostimulant medication to      
   the student.  Adds other requirements concerning the policy.
