Provides that commencing with the 2003 registration year, the $24 annual motor vehicle registration fee for persons who have claimed and received a grant under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act applies to special plates for which a fee is required displayed on passenger vehicles (as well as to standard plates displayed on those vehicles). Provides that persons not qualified for the $24 fee shall pay the appropriate (rather than the standard) registration fee for Purple Heart Plates and for Pearl Harbor Plates. Effective immediately.
