Prohibits candidates and political committees from soliciting, accepting, or receiving, directly or indirectly, contributions from foreign nationals. Defines "foreign national". Provides that contributions made in the name of another person escheat to the State. Provides that a person who makes an anonymous contribution or a contribution in the name of another person is guilty of a Class A misdemeanor and may be fined an amount no greater than 3 times the amount of the prohibited contribution. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes reference to: 10 ILCS 5/9-25.5 new Deletes everything. Amends the Election Code.
