Short description: 
ST BD ED-READING BLOCK GRANTS                                              

Synopsis of Bill as introduced:
        Amends the School Code.  Makes a technical change  in  a  Section      
   concerning the members of the State Board of Education.                     
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          105 ILCS 5/1A-1                                                      
          Adds reference to:                                                   
          105 ILCS 5/2-3.51               from Ch. 122, par. 2-3.51            
        Deletes everything after the enacting clause.  Amends the  School      
   Code.   Provides  that  under  the  Reading  Improvement  Block  Grant      
   Program,  programs provided with grant funds shall not replace quality      
   classroom reading  instruction.   Changes  the  requirements  for  how      
   Program  funds  are  to  be  used  by school districts.  Provides that      
   applications shall include a proposed assessment method for  measuring      
   the  reading  growth  of  students who receive direct instruction as a      
   result of the funding and the impact of staff  development  activities      
   on  student  growth  in  reading  (instead  of  a method for measuring      
   student reading skills).  Requires a district to report performance of      
   progress (instead  of  assessment)  results  to  the  State  Board  of      
   Education.  Effective July 1, 2001.
