Synopsis of Bill as introduced:
        Amends the General Obligation Bond  Act.   Decreases  by  $2  the      
   amount of bonds that may be issued under the Act.                           
          STATE DEBT NOTE (Illinois Economic & Fiscal Commission)              
          HB 3522 would reduce the General Obligation bond authorization       
          level, excluding refunding bonds, from $14,197,632,592 to            
          $14,197,632,590.
