Provides that the Department of Children and Family Services shall set up and administer accounts (instead of savings accounts or individual accounts) for moneys received for or on behalf of children in the care or jurisdiction of the Department. Provides that, in addition to the Department, a person requesting a hearing before the Department may apply to the circuit court to compel the production of evidence.
