Synopsis of Bill as introduced:
Amends the Illinois Vehicle Code. Requires a peace officer to

driving the vehicle, be in violation of the Code; or (2) the driver
does own the vehicle and gives permission to drive the vehicle to
another licensed driver who, by operating the vehicle, would not be in
violation of the Code. Effective January 1, 2002.
