Short description: 
EPA-TIRE SITE-REIMBURSE AGRMNT                                             

Synopsis of Bill as introduced:
        Amends the Used Tires Title of the Environmental Protection  Act.      
   In  the  definition  of  "tire  storage  site",  changes the provision      
   excluding any site at which both new and used tires are sold at retail      
   in the regular course of business, and at which not more than 250 used      
   tires are kept at any time to instead exclude any site at which  tires      
   are sold at retail in the regular course of business, and at which not      
   more than 250 used tires are kept at any time.  Changes the definition      
   of  "used  tire"  from  a worn, damaged or defective tire which is not      
   mounted on a vehicle wheel rim to a worn, damaged, or  defective  tire      
   that  is  not  mounted  on a vehicle.  Provides that the Environmental      
   Protection Agency may enter into  a  written  reimbursement  agreement      
   with  the owner or operator of a site with more than 250,000 passenger      
   tire equivalents who has received notice from  that  Agency  that  the      
   used  or waste tires pose a threat to public health or the environment      
   or that there is no owner proceeding in accordance  with  an  approved      
   tire  removal  agreement.   Provides  that  the  written reimbursement      
   agreement shall provide a schedule, which shall not exceed 5 years  in      
   length,  for  the  owner  or  operator  to reimburse the Environmental      
   Protection Agency for costs  incurred  for  preventive  or  corrective      
   action.
