Short description: 
VEH CD-LICENSE-AGE-FUEL THEFT                                              

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code. Provides that the Secretary  of      
   State  shall  provide  that licenses issued to persons younger than 19      
   years of age are distinct from those issued to persons 19 and 20 years      
   of age. Creates the offense of theft of motor fuel,  a  petty  offense      
   punishable by a fine of $250 or 30 days of community service. Provides      
   that a person commits the offense when he or she operates a vehicle so      
   as  to  cause  it  to  leave the premises of an establishment at which      
   motor fuel offered for retail sale was dispensed into the fuel tank of      
   the vehicle without that person or some other person having  paid  for      
   or  charged  the  price  of  the dispensed motor fuel. Provides that a      
   second violation shall cause  the  person's  driver's  license  to  be      
   suspended  for  6 months. A third or subsequent violation shall result      
   in a one-year suspension.                                                   
          FISCAL NOTE (Secretary of State)                                     
          The fiscal impact of this legislation on the Office of Secre-        
          tary of State is estimated at $45,000.                               
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          625 ILCS 5/6-206                                                     
          625 ILCS 5/11-1429 new                                               
        Deletes the provisions creating the offense  of  theft  of  motor      
   fuel  and  permitting  the  Secretary  of State to suspend or revoke a      
   driver's license of a person who  committed  a  second  or  subsequent      
   violation of that offense.
