House Sponsors: HULTGREN. Short description: PUB UTIL-TELCOM ACCESS Synopsis of Bill as introduced: Amends the Telecommunications Article of the Public Utilities Act. Provides that any utility that is required to provide a cable television system or telecommunication carrier with nondiscriminatory access to any pole, conduit, or right-of-way owned or controlled by the utility must provide such access within 60 days of receipt of a written request for access and payment therefor, unless one of certain exceptions is met. Provides that a utility that does not comply with this provision shall be subject to a fine as determined by the Illinois Commerce Commission.
