Makes technical changes in the Short Title Section. SENATE AMENDMENT NO. 1. Deletes reference to: 620 ILCS 5/82 Adds reference to: New Act 30 ILCS 105/5.545 new Deletes everything. Creates the I-FLY Act and amends the State Finance Act. Creates the I-FLY Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used to make grants to airports located outside of Cook County for: (1) the recruitment and retention of air carriers at these airports; (2) feasibility studies or business plans to study the recruitment, retention, and expansion of commercial air carriers at these airports; and (3) capital improvements to attract or retain of commercial air service. Establishes eligibility criteria and grant requirements. Effective immediately.
