Calculates the pro rata portion of the initial annual increase in retirement pension from the 61st birthday to the date of first increase in pension to the later of (1) attainment of age 55 or (ii) the date of retirement to the date of first increase in pension. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
