Provides that presidential and vice-presidential electors must cast their votes for the winner of the statewide popular vote. HOUSE AMENDMENT NO. 1. Further amends the Election Code. Provides that the refusal or failure of a presidential or vice-presidential elector to vote for the winner of the statewide popular vote constitutes a resignation from the office of elector. Provides that the vacancy shall be filled immediately by the remaining presidential and vice-presidential electors. Provides that the vote of the resigned elector may not be counted and recorded.
