Creates the Illinois Gambling Board to administer the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act and to assume the functions of the Illinois Racing Board and the Illinois Gaming Board. Amends the Illinois Horse Racing Act of 1975 to abolish the Illinois Racing Board. Amends the Riverboat Gambling Act to abolish the Illinois Racing Board. Amends various Acts to update certain cross-references. Effective immediately. HOUSE AMENDMENT NO. 1.
