Increases by a multiple of 5 the fines to be imposed if a rail carrier blocks a grade crossing for more than 10 minutes or exceeds additional specified amounts of time. Provides that a violation is a business offense in all instances (rather than being a petty offense if the blockage lasts no longer than 15 minutes). HOUSE AMENDMENT NO. 1.
