MADIGAN,L-CRONIN.

        Provides that the Office of  the  Governor,  the  Chicago  Public      
   Schools,   the   Teachers'  Retirement  System,  the  State  Board  of      
   Education, the Board  of  Higher  Education,  the  Illinois  Community      
   College  Board,  the  Federation  of Independent Illinois Colleges and      
   Universities, and the Illinois Student Assistance Commission develop a      
   strategic plan for the State to assist school districts in  responding      
   to the need for recruiting and retaining high-quality teachers.
