(BOST-FORBY-SIMPSON-RUTHERFORD-JONES,JOHN)

   430 ILCS 65/2             from Ch. 38, par. 83-2                            

        Amends the Firearm Owners Identification Card Act.  Exempts, from      
   the requirements of possession of  a  Firearm  Owner's  Identification      
   Card,  a  person under the direct supervision of a holder of a Firearm      
   Owner's Identification Card  while  the  person  is  on  a  firing  or      
   shooting  range  or is a participant in a firearms safety and training      
   course recognized by a law enforcement agency or a national, statewide      
   shooting sports organization.  Effective immediately.                       
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          720 ILCS 5/24-3.1               from Ch. 38, par. 24-3.1             
        Deletes everything. Reinserts the provisions of the bill as            
   introduced but provides that the exemption from holding a Firearm           
   Owner's Identification Card applies only to a person who is otherwise       
   eligible to obtain a Firearm Owner's Identification Card. Amends the        
   Criminal Code of 1961 relating to the unlawful possession of firearms.      
   Provides  that  nothing in the unlawful possession of firearms statute      
   prohibits a person under 18 years of age  from  participating  in  any      
   lawful  recreational  activity with a firearm such as, but not limited      
   to, practice shooting at targets upon established  public  or  private      
   target  ranges or hunting, trapping, or fishing in accordance with the      
   Wildlife  Code  or  the  Fish  and  Aquatic  Life   Code.    Effective      
   immediately.                                                                
        SENATE AMENDMENT NO. 2.                                                
        Provides that in  order  for  the  exemption  from  possessing  a      
   Firearm  Owner's Identification to apply, the person must be under the      
   direct supervision of a holder of  a  Firearm  Owner's  Identification      
   Card who is 21 years of age or older.                                       
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          430 ILCS 65/4                   from Ch. 38, par. 83-4               
        Further  amends  the  Firearm  Owners  Identification  Card  Act.      
   Provides that each applicant  for  a  Firearm  Owner's  Identification      
   Card,  who is not an Illinois resident and who is employed as an armed      
   security officer at a nuclear energy, storage, weapons, or development      
   facility regulated by the Nuclear Regulatory Commission, shall furnish      
   to the Department of State Police his or her driver's  license  number      
   or  state  identification  card  number  from  his  or  her  state  of      
   residence.                                                                  
        HOUSE AMENDMENT NO. 2.                                                 
          Adds reference to:                                                   
          430 ILCS 65/15b new                                                  
         Further amends  the  Firearm  Owners  Identification  Card  Act.      
   Provides  that  any certified abstract issued by the Director of State      
   Police or transmitted electronically by the Director of  State  Police      
   to a court or on request of a law enforcement agency for the record of      
   a  named  person  as  to  the  status  of the person's Firearm Owner's      
   Identification Card is prima facie evidence of the facts stated in the      
   certified abstract and if the name appearing in the  abstract  is  the      
   same  as  that  of  a  person  named in an information or warrant, the      
   abstract is  prima  facie  evidence  that  the  person  named  in  the      
   information  or  warrant is the same person as the person named in the      
   abstract and is admissible  for  any  prosecution  under  the  Firearm      
   Owners  Identification  Card  Act or any other applicable violation of      
   law and may be admitted as proof of any prior conviction or  proof  of      
   records,  notices,  or  orders  recorded on individual Firearm Owner's      
   Identification Card records maintained  by  the  Department  of  State      
   Police.
