   CRONIN-ROSKAM-PETERSON-LAUZEN.

   605 ILCS 5/4-219 new                                                        

        Amends the Illinois Highway Code. Provides that the intent of the      
   General Assembly is to encourage the highest quality design to  ensure      
   that  Department of Transportation projects meet transportation needs,      
   exist in harmony with their surroundings, and add lasting value to the      
   communities they serve. Provides that, on or before December 31, 2003,      
   the Secretary of Transportation shall establish  new  design  criteria      
   for  use  in  developing  transportation  projects  that  involve  the      
   construction,  reconstruction,  rehabilitation,  or  resurfacing  of a      
   highway, other than a maintenance resurfacing project.   Provides that      
   the new design criteria shall take  specified  factors  into  account.      
   Provides  that  the  Secretary shall solicit and consider the views of      
   specified officials and organizations  in  establishing  those  design      
   criteria.     Provides  that  on  or  before  December  31,  2003, the      
   Secretary shall submit a  report  to  the  Governor  and  the  General      
   Assembly  stating  the new design criteria, the names of the officials      
   and organizations contacted, and any other pertinent information.
