Provides that a school district (or regional office of education) and the exclusive representative of the teachers in the school district may develop and implement a peer assistance and review program for teachers that meets local conditions and conforms with certain principles. Includes provisions concerning consulting teacher qualifications, a joint teacher and administrator peer review panel, State funding, and evaluation of these programs. Provides that an evaluation of a teacher shall include results of the teacher's participation, if any, in a peer assistance and review program for teachers. Provides that the remediation plan for an unsatisfactory tenured teacher shall provide for participation in a peer assistance and review program for teachers, if available. Effective July 1, 2001.
