          PENSION NOTE (Pension Laws Commission)
According to the Funds' actuary, SB 477 would increase the
accrued liability by an estimated $73.6 million. Although the
increase in annual normal cost is estimated to be $161,000,
there would be no increase in the required annual contribu-
tions, because as of December 31, 1999, the Chicago Laborers'
Pension Fund was funded at 129.1%, with assets $380.9 million
          higher than accrued liabilities.
