   New Act                                                                     

        Creates the Illinois  Clean  Air  Standards  Act.   Provides  air      
   emission standards for coal-fired generating units on or after January      
   1,  2006.    Provides  for  the promulgation of rules by the Pollution      
   Control Board to achieve the emissions reduction requirement.
