        Urges the United States Congress to enact legislation to  protect      
   innocent  taxpayers from being charged interest and penalties for late      
   payment of taxes due to the postmark on the tax  payment  being  after      
   the  tax  due  date even though the taxpayer placed the payment in the      
   mail system on or before the tax due date.
