SAVIANO. New Act Creates the Elevator Safety Act. Provides that no person may engage in the business of installing, altering, servicing, replacing, maintaining, or inspecting elevators without having a license issued by the State Fire Marshal. Provides for penalties and the suspension or revocation of a license for violations of the Act. Requires the registration of existing elevators. Provides that no elevator may be installed or altered without a permit issued by the State Fire Marshal or a unit of local government. Provides that after an elevator is installed, before it may be used, the property owner or lessee must obtain a certificate of operation from the State Fire Marshal. Imposes insurance requirements for elevator contractors and inspectors. Provides for enforcement of the Act by the State Fire Marshal and the Elevator Safety Review Board, which is created within the Office of the State Fire Marshal. Requires elevator owners to have their elevators inspected annually. Requires the owner of an elevator to notify the State elevator inspector of any accident involving an elevator that causes personal injury or property damage in excess of $1,000. Allows the owner of a conveyance located in his or her private residence to register the conveyance, pay the required fee, and have the conveyance inspected. Allows local regulation of elevators, but restricts the concurrent exercise of home rule powers. Repeals the Act 10 years after its effective date.
