Provides that the purpose of the Act is to make changes relating to State finance that are necessary to implement the State's FY2003 budget. Amends the State Employees Group Insurance Act concerning the right of members not to participate in the health benefits program. Amends the State Finance Act. Authorizes and limits various appropriations and transfers for specific purposes and funds and creates the Presidential Library and Museum Operating Fund and the Family Care Fund. Authorizes transfers into the General Revenue Fund from various funds and the transfer from one line item to another of an agency's appropriation from the same treasury fund. Amends the Illinois Income Tax Act to increase the Annual Percentage deposited into the Income Tax Refund Fund. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Eliminates the distribution of the 0.4% of 80% of the net revenue realized from the 6.25% general tax rate to the Local Government Distributive Fund. Amends the Hotel Operators' Occupation Tax Act to reduce the percentage of tax revenue deposited into the International Tourism Fund. Amends the Public Utilities Act to require certain electric utilities to contribute moneys to the Public Utility Fund. Amends the Riverboat Gambling Act. Authorizes riverboat gambling in a municipality that borders the Mississippi River or in a municipality that is within 5 miles of the city limits of a municipality that has a riverboat conducting riverboat gambling operations on the effective date. Changes the definition of "riverboat" to include permanently moored barges that are permanently fixed together to operate as one vessel. Amends the Unified Code of Corrections concerning blood specimens and genetic markers. Amends the Illinois Promotion Act, the Military Code of Illinois, the Historic Preservation Agency Act, the Illinois Historic Preservation Act, the Historical Sites Listing Act, the State Historical Library Act, the Old State Capitol Act, the Historical Document Preservation Act, the Illinois Municipal Code, and the Liquor Control Act of 1934 relative to the creation of the Lincoln Presidential Library and Museum. Effective immediately, except that the changes concerning the Lincoln Presidential Library and Museum take effect on July 1, 2002.
