Authorizes the sale of alcoholic liquor by a commercial tenant at certain property after its acquisition by Western Illinois University during the term of the tenant's lease if that lease predates the University's acquisition of the property. Prohibits Western Illinois University from renewing, transferring, or extending such a lease. Effective immediately.
