FEIGENHOLTZ. 305 ILCS 5/5-2.05 new Amends the Illinois Public Aid Code. Provides that persons who fail to qualify for basic maintenance under the AABD program under the Code on the basis of need because of excess income or assets, or both, may establish prospective eligibility for that basic maintenance by prepaying their monthly Medicaid spend-down amount to the Department of Public Aid or by having a third party pay that amount to the Department. Effective immediately. FISCAL NOTE (Illinois Department of Public Aid) The Department estimates that this legislation would result in an additional $1,050,000 in administrative costs to the Depart- ment as follows. Information systems re-programming would cost DPA an estimated $450,000. Additional staff would be required; the Department estimates that if ten new staff were needed to process the payments made to meet spenddown and post Medicaid eligibility to the computer system, then the additional cost for staff, equipment, space, etc. would be approximately $600,000.
