Exempts boat trailers from the requirement that every trailer of a gross weight of over 3,000 pounds be equipped with brakes that are adequate to control, stop, and hold the trailer, that are operable by the driver of the towing vehicle, and that are automatically applied in the case of the accidental breakaway of a towed vehicle weighing over 5,000 pounds.
