STEPHENS-BERNS-MOFFITT. New Act Creates the Freedom to Be a Patriot Act. Prohibits the transfer of State funds to (i) an individual or entity that prohibits the patriotic display of the American flag in public places or areas and (ii) an individual or entity that may transfer the funds to an individual or entity that prohibits the patriotic display of the American flag in public places or areas. HOUSE AMENDMENT NO. 1. Deletes everything. Creates the Freedom to Be a Patriot Act. Provides that the display of the American flag may not be prohibited in buildings owned, leased, or controlled by the State.
