Establishes fines and penalties for violation. Deposits moneys collected from fees and civil penalties into the Child Labor and Day Labor Enforcement Fund. Amends the Child Labor Law. Changes the name of the Child Labor Enforcement Fund to the Child Labor and Day Labor Enforcement Fund.
