        Amends the Lead Poisoning Prevention Act. Requires physicians and      
   health care providers to conduct lead poisoning  screening  for  girls      
   age  13  or  older,  for  pregnant women who are in the first or third      
   trimester of pregnancy and women participating in the WIC program;          
   also provides for screening for women who are nursing an infant.            
   Requires the Department of Public Health to initiate activities that        
   will ensure that the greatest possible number of at-risk children and       
   women  are  identified  and screened  for lead poisoning. Requires the      
   Department to ensure that educational materials are capable  of  being      
   easily  understood  by  women  who  are  subject to screening for lead      
   poisoning and by parents of children who  are  subject  to  screening.      
   Requires  the  Department  to  make educational materials particularly      
   available to  residents  of  areas  defined  as  high  risk  for  lead      
   poisoning.                                                                  
          FISCAL NOTE (Illinois Department of Public Aid)                      
          Lead screening is currently covered for all ages, as ordered by      
          a physician on a case-by-case basis. The Department estimates        
          that 170,000 additional screenings may be required at an esti-       
          mated cost of $4.2 million annually.                                 
          FISCAL NOTE (Department of Public Health)                            
          HB 4414 would have a significant fiscal impact on the                
          Department and the local health departments with delegate            
          agency grant agreements to conduct screening and investi-            
          gations for the Department. It is also expected that there           
          could be an additional fiscal impact to the Department of            
          Human Services which administers the Special Supplemental Food       
          Program for Women, Infants, and Children (WIC).                      
          The grand total for implementing the proposed legislation            
          throughout Illinois would be approximately $27,500,000 in addi-      
          tional costs to the Department. If the Department of Public Aid      
          provides reimbursements using the same procedures for these          
          groups, the cost to the Department is estimated at $16,100,000.
