Provides that the Department of Public Aid must implement a new Medicaid payment methodology for the nursing component of the nursing home rate effective July 1, 2003, using the Minimum Data Set (MDS). Provides that for a facility that would receive a lower rate per patient under the new system than the facility received effective on the date immediately preceding the date that the Department implements the new payment methodology, the rate per patient for the facility shall be held at the level in effect on that prior date until a higher rate of reimbursement is achieved by that facility.
