SCHMITZ.

   55 ILCS 5/5-39001         from Ch. 34, par. 5-39001                         

        Amends the Counties  Code.  Provides  that  a  county  board  may      
   authorize  the clerk of the circuit court to charge litigants in civil      
   cases a county library fee up to a maximum of $19  (instead  of  $10).      
   Further  provides  that  beginning  on  January  1,  2003, and through      
   January 1, 2007, this maximum shall be  increased  by  $1  each  year.      
   Effective immediately
