FRANKS.

   220 ILCS 5/9-220.5 new                                                      

        Amends the Public Utilities Act.  Provides that public  utilities      
   that  provide  natural  gas  to  a grain drying operation may charge a      
   monthly service charge with respect to the grain drying operation only      
   during months in which  natural  gas  is  used  in  the  grain  drying      
   operation.  Effective immediately.
