   MCKEON, FOWLER, MCCARTHY, LYONS,JOSEPH, MCGUIRE, MILLER,

   305 ILCS 5/11-26.1        from Ch. 23, par. 11-26.1                         
   305 ILCS 5/12-4.25d new                                                     

        Amends the Illinois Public Aid Code.  Provides  that  a  Medicare      
   beneficiary  or  a  beneficiary of pharmaceutical assistance under the      
   Senior  Citizens  and  Disabled  Persons  Property  Tax   Relief   and      
   Pharmaceutical Assistance Act is entitled to obtain prescription drugs      
   at   prices  based  on  a  pharmacy's  Medicaid  reimbursement  rates.      
   Requires that pharmacies implement  this  prescription  drug  discount      
   benefit  as  a  condition  of  participating  in the Medicaid program.      
   Requires the Department of Public Aid to make certain reports  to  the      
   General  Assembly and to execute necessary interagency agreements with      
   the Department on Aging and the Department of Revenue.   Provides  for      
   evaluation  of  the prescription drug discount benefit if prescription      
   drugs are covered by Medicare.  Repeals these provisions  on  July  1,      
   2005.                                                                       
          FISCAL NOTE (Department of Public Aid)                               
          The estimated fiscal impact to the Department of Public Aid is       
          $1.8 million.                                                        
          FISCAL NOTE (Department on Aging)                                    
          The Department estimates that it would cost about $15,600 for        
          an additional part-time person for the Department's HelpLine,        
          $5,000 for prescription drug program brochures and their mail-       
          ing costs, and $7,000 to conduct a satellite training session        
          on the prescription drug discount benefits program. The total        
          for the Department to implement this program would be $27,600.
