Requires that an applicant for a Firearm Owner's Identification Card must submit to being fingerprinted and photographed at the time of application. Effective immediately. FISCAL NOTE (Illinois State Police) If this bill would become law, there would be a fiscal impact to the Illinois State Police of $4,676,000 for implementation and $2,476,000 annually thereafter.
