   605 ILCS 10/5             from Ch. 121, par. 100-5                          

        Amends the Toll Highway Act.   Makes  a  technical  change  in  a      
   Section concerning the terms of directors.                                  
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          605 ILCS 10/5                                                        
          Adds reference to:                                                   
          605 ILCS 10/10                  from Ch. 121, par. 100-10            
          605 ILCS 10/20.2 new                                                 
          605 ILCS 10/23.5 new                                                 
        Deletes everything.  Amends the Toll Highway Act.  Authorizes the      
   Toll Highway Authority to enter into a contract with a unit  of  local      
   government or other entity under which the Authority agrees to collect      
   tolls  or  other revenues by electronic means on behalf of the entity.      
   Requires the Authority to submit to the General Assembly,  by  January      
   1,  2002,  a 20-year comprehensive strategic financial plan.  Requires      
   the Auditor General to contract with a private sector accounting  firm      
   doing  business  in  this  State  to conduct a management audit of the      
   State's toll highway operations and management; requires the Authority      
   to pay for the audit.  Specifies certain matters to be included in the      
   audit.  Requires a report of the audit  findings  by  April  1,  2002.      
   Effective immediately.                                                      
        SENATE AMENDMENT NO. 2.                                                
        Further amends the Toll Highway Act. Requires the Auditor General      
   to conduct a management audit to determine if the Authority is using        
   its resources in an efficient manner and report the findings to the         
   Governor and the General Assembly by December 31, 2002. Deletes a           
   provision allowing the Auditor General to contract with a private           
   sector accounting firm to conduct this audit.
