        Deletes everything.  Re-enacts the provisions of State  Gift  Ban      
   Act,  the  Open  Meetings  Act,  the  Freedom  of Information Act, the      
   Lobbyist Registration Act, and the Election Code contained  in  Public      
   Act  90-737,  which  was  (i)  held  unconstitutional  by the Illinois      
   Circuit  Court  of  the   7th   Judicial   Circuit   and   (ii)   held      
   unconstitutional  by  the  Illinois Circuit Court of the 12th Judicial      
   Circuit.  Re-repeals provisions of the  Illinois  Governmental  Ethics      
   Act  and the Election Code contained in Public Act 90-737.  Amends the      
   State Gift Ban Act.  Deletes provisions concerning  judges.  Prohibits      
   members  of  the  General  Assembly  and officers and employees of the      
   legislative and executive branches from knowingly accepting  gifts  of      
   more than $100 per year.  Provides that (i) opportunities and benefits      
   available  to  the  general  public,  (ii)  educational  materials and      
   missions, (iii)  travel  expenses  for  a  meeting  to  discuss  State      
   business,  (iv) gifts from family members (v) gifts from friends, (vi)      
   food and refreshments,  (vii)  intra-office  and  inter-office  gifts,      
   (viii) bequests and inheritances, and (ix) political contributions are      
   excepted  from  the  gift  ban. Provides that an ethics commission may      
   issue rulings and  make  advisory  opinions  in  connection  with  the      
   implementation  of  the  Act. Requires the ethics commissions to adopt      
   certain rules. Allows the  ethics  commissions  to  hold  meetings  in      
   person  or  by  telephone.   Allows  the  parties  to  a  hearing on a      
   complaint to agree to extend the Act's deadlines.  Deletes  provisions      
   concerning  units of local government and school districts. Amends the      
   Election Code.  Prohibits executive  branch  constitutional  officers,      
   employees,  and  candidates  from  soliciting  contributions  from the      
   constitutional officer's employees  and  from  promising  anything  of      
   value  in  return  for  a  contribution.   Deletes  current provisions      
   concerning the use  of  political  committee  funds.  Lists  permitted      
   expenditures  of  political committee funds. Provides that a political      
   committee that is (i) both a state and local  political  committee  or      
   (ii)  a local political committee that files reports electronically is      
   not required to file copies of reports or statements  of  organization      
   with  the  county  clerk if the county clerk has a system that permits      
   access to, and duplication of, reports and statements filed  with  the      
   State  Board of Elections.  Provides that the State Board of Elections      
   may  (now,  shall)  impose  fines  for  violations  of  the  financial      
   reporting requirements. Sets fines for first violations and second and      
   subsequent  violations  of  the  financial   reporting   requirements.      
   Prohibits candidates from receiving contributions made in violation of      
   the  solicitation  misconduct provisions of the Criminal Code of 1961.      
   Deletes provisions concerning the disclosure of certain information on      
   political literature.  Exempts the residences of State  officers  from      
   the  prohibition  on  contributions  solicited  or  accepted  on State      
   property.  Makes other changes.  Amends the Illinois Procurement Code.      
   Deletes the current revolving door provisions.  Prohibits former State      
   officers  or  employees  from  accepting   employment   or   receiving      
   compensation from an employer under certain circumstances.  Amends the      
   Criminal   Code   of  1961.    Creates  the  offense  of  solicitation      
   misconduct. Provides that the provisions of  the  Act  are  severable.      
   Requires  the  2/3  vote  of  the members elected to each house of the      
   General  Assembly  for  passage.   Makes  other  changes.    Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 4.                                                 
        Further  amends  the  Election  Code.   Provides  that,  for  the      
   purposes of reporting contributions received during the period between      
   the 15th day before an election and the day of the election, goods and      
   services are considered to be received 5 days (now, 2  days)  after  a      
   public   official,   candidate,  or  political  committee  receives  a      
   certification of the amount of the contribution, the  name and address      
   of  the  person  making  the  contribution,  and  the  date   of   the      
   contribution.  Further amends the Illinois Procurement Code.  Provides      
   that  a former State officer or employee may not, within a period of 2      
   years after (instead of preceding) termination  of  State  employment,      
   accept  employment or receive compensation from an employer if certain      
   conditions are met.
